Once the cargo carrier assigns a cargo control number, an import declaration is made on the importer's behalf, simultaneously, the carrier creates an e-manifest for border crossing. 

Step 8

Release of 

GOODS

Before your goods leave the shipper's dock, your goods are released by customs, an entry-number is processed, and customs has accepted your goods for border crossing in Canada and the United States.
